The Director of  Equalization is appointed by the Board of County Commissioners and required to have a CAA (Certified Appriaser Assessor)
designation through the Department of Revenue. Recertification is
required every five years and is accomplished by attending annual
school and passing prescribed courses, attending conferences and
workshops sponsored by the South Dakota Association of Assessing
Offices and the South Dakota Department of Revenue.
The Director of Equalization has the reponsibility of estimating the market 
value of taxable properties. Specifically, the discovery and description of taxable property, the appraisal of this property and maintenance of records linking properties to their respective owners, placing assessed values and owner's names on the assessment roles. Additional responsibilites are: providing equalization between classes of property, deciding on adjustment to properties, such as abatements, administering all state laws pertaining to ad valorem property assessment, providing for the review and appeals of assessments, testifying in court on assessments, and deciding on tax exemptions and tracking each exemption.
The department also maintains a Geographic Information System (GIS), flood plain administrator, and Planning & Zoning Administrator.
